The Eastern Plumas Recreation District (EPRD) is a California special district dedicated to expanding recreational opportunities, supporting healthy communities, preserving our unique recreational heritage, and creating new opportunities for residents and visitors throughout Eastern Plumas County.

The District serves a large rural area that includes Portola, Beckwourth, Chilcoot, Vinton, Lake Davis, Graeagle, Blairsden, Clio, Cromberg and surrounding communities.

Our Board of Directors

EPRD is governed by a five-member Board of Directors.

In November 2025, three Directors were elected in lieu of election, and another Director was appointed soon thereafter. As of August 2026, one Director position remains vacant.

Our Directors are volunteers and longtime Plumas County residents who donate their time to rebuilding and advancing the Recreation District.

The Board generally meets on the third Tuesday of each month at 5:30 PM, with no regular meeting scheduled in December.

Board meetings are open to the public, and residents are encouraged to attend, participate and share their ideas for recreation in Eastern Plumas County.

The meeting facility is wheelchair and handicap accessible. If you require assistance or special accommodations, please contact EPRD at least 24 hours before the meeting so we can make every reasonable effort to accommodate your needs.

Building the Future — Chilcoot Community Park & Recreation Center

EPRD's major focus is the planning and development of a future EPRD Headquarters and Chilcoot Community Park & Recreation Center on the District's five-acre property in Chilcoot.

The property is located along the railroad tracks just east of the Chilcoot Fire Department and is zoned for recreational use.

The District received the five-acre parcel in 2008 through Proposition 40, and the property was recertified in 2025 following the appointment of the new EPRD Directors.

Our vision is to develop the property primarily through state, federal and other grant funding, creating a community recreational asset without placing the burden of development on local residents.

Chilcoot is an important eastern gateway to Plumas County and the Lost Sierra. A future recreation center at this location could serve local residents, families, commuters and visitors traveling between Eastern Plumas County, Sierra County and Nevada.

Recent improvements to recreational trails in the Frenchman Lake region also create opportunities to connect Chilcoot with the growing network of outdoor recreation throughout northeastern Plumas County.

Recreation With a History

Eastern Plumas County has an extraordinary recreational heritage.

For many years, EPRD helped support efforts to rejuvenate the historic Johnsville Ski Bowl, where organized downhill ski racing began during the Gold Rush era in the 1800s.

Today, the Plumas Ski Club leads the effort to preserve and advance the Johnsville Ski Bowl, located within Plumas-Eureka State Park. EPRD continues to support the importance of this historic recreational resource and the work being done to preserve its legacy for future generations.

As a public recreation district, EPRD can also serve as an important community partner for qualifying recreational projects and grant opportunities throughout Eastern Plumas County.

A District on the Move

Beginning in 2025, EPRD entered a new period of activity and rebuilding.

The District currently has no permanent administrative facility, no paid administrative staff and no dedicated property-tax or assessment revenue. Our Directors volunteer their time, and current operating funds come from donations.

Despite those limitations, we believe Eastern Plumas County has tremendous recreational potential.

Our goal is to build partnerships, pursue grants, develop the Chilcoot property, support worthwhile recreational projects and create opportunities that benefit both the people who live here and those who come to enjoy the beautiful Lost Sierra.
