Public Resources Code §5780 et seq.

Powers and Functions:: Organize and promote programs of community recreation, parks and open space, parking, transportation and other related services that improve the community’s quality of life.

Formation: Any territory, whether incorporated or unincorporated, whether contiguous or noncontiguous. The EPRD area does not include the City of Portola.

5 Directors, are elected by resident voters to 4 year staggered terms.  Resignations are appointed by the existing board or the Board of Supervisors to the remaining term of that seat.
